The type of content CLA is looking for depends on which initiatives you choose to opt in to. There is no one‑size‑fits‑all requirement. Instead, we work with each publisher to identify the titles and formats that will deliver the greatest impact—both for educators and for your licensing revenues.  A practical starting point is your most lucrative or most frequently used titles. By supplying high‑quality versions of these works, we can improve matching rates, strengthen usage evidence, and ensure that the activity already happening in schools and HEIs is attributed correctly to your content.  From there, we can expand selectively based on your priorities and the specific initiative—whether that’s improving scan matching in schools, supporting Born Digital delivery in HE, or enabling more accurate reporting through platform integrations.  In short: you decide the scope, and we focus on the content that will generate the greatest return.
Providing content to CLA delivers a set of concrete benefits for publishers. It strengthens the visibility and usability of your works across schools and higher education, ensuring educators can access high‑quality, licensed versions rather than relying on ad‑hoc or poor‑quality scans. It also improves the accuracy and completeness of usage data, giving you a clearer picture of how your content is being used in real classrooms and courses.  This richer evidence base feeds directly into more precise royalty allocations and helps surface new licensing opportunities that would otherwise go unreported. By participating, publishers help shape a more transparent, compliant, and data‑driven ecosystem—one that protects rights, supports legitimate use, and grows the overall value of the licensed market.
Each of CLA’s initiatives relies on publisher supplied content for various purposes.
CLA’s mandate framework ensures that only the rights a publisher controls are granted; other rights (authors via ALCS, visual artists via DACS/PICSEL, co-edition partners) are covered collectively where mandated. If any Contributor IP cannot be licensed under your account, it is excluded to that extent from the grant.
Each initiative in the framework agreement is designed to give publishers something tangible in return: better visibility of how content is used, more accurate and defensible royalty allocations, and a pathway to new licensed revenue. By opting in, publishers help create a more transparent, data‑rich ecosystem across schools and higher education—one where usage is easier to track, easier to evidence, and easier to monetise.  In short, participation strengthens product usability for educators, improves the quality and precision of usage reporting, and expands the opportunities for legitimate, paid‑for access to your content.
