CLA’s Response to UK Copyright and AI Consultation Findings

The UK Government has published an update on its work on copyright and AI, including a summary of responses from its recent consultation.

Of the responses submitted via the Government’s online survey, 88% supported strengthening copyright requiring licensing in all cases, while only 3% backed the Government’s preferred option of a text and data mining exception with a rights reservation.

“The results of the consultation show overwhelming support for a licensing-based approach to AI training. Use of copyright protected works that is permission-based, remunerated and provides transparency is essential to building trust in AI, enabling responsible AI innovation, and supporting a fair and well-functioning licensing market.”

The findings reinforce CLA’s work to launch an opt-in, collective Generative AI Training for text in 2026, providing AI developers with the permissions they need to develop and innovate their models while ensuring participating creators and rightsholders are fairly remunerated for the use of their works.
